Public figures on Indian public procurement, each restated from one named government release with the base it carries and the date of that release; nothing here is computed by us.

What this note is, and is not

Every figure on this page is public. Each is restated from one named government release, with the base that release gives it and the date it was issued, and nothing here is computed by us. The panel above prints each figure with its own source line, so a number and the release it came from are never separated.

That matters more than it sounds. Several of the figures below get called “the MSE share”, and they are shares of different things. Where two figures look like the same measure and are not, this page says so in the same sentence.

GeM, by value and by who sells

The Government e Marketplace reports its trading volume as gross merchandise value, the order value transacted on the platform. Cumulatively, since it launched, that is ₹18.4 lakh crore.

Within the financial year 2025–26 the platform crossed ₹5 lakh crore. That is a level reported during the year, not a total for it, and a later release for the completed year will supersede it. The year before it is a completed total: ₹5.4 lakh crore of gross merchandise value in FY 2024–25, as the Press Information Bureau rounded it. Trade-press versions of the same year carry a further decimal place from a publication this note could not locate; the government's own rounding is what appears here.

Two figures from the same release describe how much of the platform ran through micro and small enterprises in FY 2025–26, and they are not interchangeable. Those enterprises executed 68% of total orders, which is a count of orders. The same orders accounted for 47.1% of total gross merchandise value, which is money. On a marketplace where small suppliers take many small orders, the first sits above the second, and neither is a share of Indian public procurement as a whole.

What central buyers procured from micro and small enterprises

The third share has a different denominator again. Procurement from micro and small enterprises by central ministries, departments and central public sector enterprises in FY 2023–24 was ₹82,630.38 crore, reported as 36.06% of those buyers' total procurement.

That base is not GeM and not one platform. It counts goods and services produced by micro and small enterprises under the 2012 order, and the ministry's own FAQ places traders, distributors, sole agents and works contracts outside the policy. Those purchases are reported on the Ministry of MSME's Sambandh portal, where the annual figure is compiled.

The targets those figures are measured against

The policy sets a minimum annual share of 25% of total procurement from micro and small enterprises, mandatory since 1 April 2015. Within that share, 4% is earmarked for enterprises owned by scheduled-caste and scheduled-tribe entrepreneurs and 3% for enterprises owned by women.

Separately, 358 items are reserved for exclusive purchase from micro and small enterprises, as the ministry's FAQ counted them at its own date.

Reading the three shares together

The share of GeM orders, the share of GeM value and the share of central procurement answer three questions: how many orders, how much money on one platform, and how much money across every central buyer under one policy. They come from different releases, for different years, on different bases.

So they are not averaged, not compared with one another, and not carried into each other's sentences. A figure used without the base it was published with stops being the government's figure and becomes ours, which is what this page exists to avoid.

What is deliberately not on this page

Three numbers a reader might expect are missing on purpose, and none is written here even once. A daily count of tenders published across India exists only in the marketing of commercial aggregators, with no government release behind it. A share of gross domestic product attributed to public procurement circulates widely but is reported rather than primary, and no ministry publication was located that states it. And the trade-press figure for the MSE share of GeM in the completed year has no publication this note could open and read.

Each would make the page look more complete. None has a release with a date and a base, the only test a figure here has to pass.

When this note is replaced

Every figure here ages, and two age within the year: a cumulative total grows, and an in-year level becomes a completed total. The note is dated on its face for that reason.

A later release brings a new note rather than an edit to this one, and the file name carries its month, so a reading taken today keeps its own address and its own figures. If you quote a number from this page, quote the release under it as well.
